from refpolicy, there are not source policy in "/etc/selinux", if you
want policy source, you can check the upstream policy from:
svn co http://oss.tresys.com/repos/refpolicy/trunk refpolicy
or down src rpm used in fedora, NOTE, there are some differences between
these two.
