inability to import keys/ set firewall properties

when trying to import keys,
rpm is unable to get a lock.
using system-config-securitylevel,
attempted changes do not "stick",
opened ports don't show up in
the "other ports" window,
if firewall is disabled, it is
re-enabled.

is selinux keeping me from
doing sysadmin things?
