I don't think it's a bug, it was customizable for Gnome 1.x and gimp
probably got its setting from there.

With gconf-editor ("Panel Menu/System Tools/More System
Tools/Configuration Editor"), in "desktop/gnome/interface" enable
"menus_have_tearoff".
