Bugzilla doesn't send mail any more.

The last few times I've modified bugzillas, nobody has got a mail.
Everybody is on the "excluding" line.  Even myself, although I've
asked for mails even for my own changes.

Is something broken, or why is this?

As an example, I just added a comment to
https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=75040 and added
myself to cc on
https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=58942 but in
neither case anybody got any mail.
