I found a bugzilla which seems to be about the problem:

own observation to it.  (Interestingly enough, when I did that, emails
were actually sent to both reporter and assignee.  That was the first
time for some time now my bugzilla changes were distributed.)

In my case bugzilla tells me it sends email to "no one", and all
potential recipients are on the "excluding" line.  So no mail server
gets any mail, assuming this message from bugzilla is correct.
