Howto turn off selinux?

Hi - selinux is new for me.

1. Is there a simple howto for selinux?

2. What is the quickest/easiest way to turn off selinux by policy?
   (have used "echo 0 /selinux/enforce" but still asks the question)

3. howto get "su - user" to work without the selinux context question?
