No /etc/sysconfig/selinux config file after yum upgrade.

That's right, it isn't created by default in an upgrade. I read
something about it in the release notes or one of the links mentioned
there. Just create one, the only thing that should be in there is a line
like: 
SELINUX=enforcing
(or permissive or disabled)
