up2date is not better and it has no "exactarch=0".
For up2date, rsync-2.6.1-0.pre1.i386 is not newer than
rsync-2.6.0-1.athlon .
When i build a custom package I have the habit to use :
$ rpmbuild -ba --target athlon ...
It seems I should not.
