I guess that you are running SE Linux, if that's the case then you need to 
relabel the apt-get binary as system_u:object_r:rpm_exec_t

SE Linux blocks access to /lib/libSegFault.so because there was a bug found in 
SE Linux related to that shared object.  Quite some time ago the bug was 
fixed, so we can probably just remove the special entry for libSegFault.so in 
the SE Linux policy tree.
