ethereal needs libpcap.so.0.8.1

libpcap is not really a dynamic library and the versioning of this
library does not ensure ABI compatibility for minor version changes.
It was a static library and we made it a dynamic one, to prevent
rebuilding of all packages, if a security update is necessary.
