up2date won't add packages that did not previously exist unless you
specify it or it's required to meet dependencies. So try running:
# up2date system-config-httpd

It's not there, and not going to be there. It's generally a bad idea
that "wallpapers" over broken code that should be fixed instead. See the
list archives for details.

Aside from newly added packages, and the experience of installing from
the Test3's anaconda, that's what you basically have now.
