There was "and" above as these things make some assumptions about
each other (too many and not always correct; but this should be
fixed over time).  Also not 'mkinitrd' by itself is important but
how your initrd image you are using was created.

Most likely you were not using udev before and now it got started.
The real question, of course, is what is missing from udev that
makes your signal to go away.  Likely something needed is not
created.
