Nevertheless, what you need to look at is:

man rpmbuild

and go look at the how-to stuff available at http://fedoranews.org/

(specifically http://fedoranews.org/tchung/rpmbuild/ and 
http://fedoranews.org/hoyt/rpm/)

You really need to build packages as non-root so look at  
ftp://people.redhat.com/mharris/hacks   rpmbuild-nonroot*
