Kernel sloppiness.

If we refused to change kernel interfaces just to keep 3rd party binary
modules working, we'd never get anywhere.  This is not 'kernel
sloppiness' at all. It's a problem these external modules have not 
knowing about things like -mregparm=3, 4g address space, 4k irqstacks
etc.
