rpm -ql libmng-devel

/usr/include/libmng.h
/usr/include/libmng_conf.h
/usr/include/libmng_types.h
/usr/lib/libmng.la
/usr/lib/libmng.so

so it appears to be present. You might want to check where the app is
searching for it
