Yup!  There's a kdelibs-devel package that you probably need.

How would that help?  This is during the build of a package, not install
time, and AFAIK synaptic doesn't run during build-time of a package...
Arguably, rpmbuild should be failing whining about missing BuildRequires
though, unless the package is broken...
