/var/spool/mail and new users

I suspect it's hardcoded into /usr/sbin/useradd -- running strings on that 
file reveals the string "/var/mail/%s".  No mention of 'mail' in the useradd 
manpage.

This is on FC2; you could grab the relevant source rpm to check whether it is 
indeed hardcoded.
