su busted? SUID issue?

Running lastest rawhide:

'su -l' fails:

[x ~]$ su -
Password:
su: cannot set groups: Operation not permitted

[tbl tlondon ~]$ ls -l /bin/su
-rwxr-xr-x  1 root root 23516 Sep  6 19:41 /bin/su

Missing SUID/SGID?

anyone else seeing this?
