bad gnome-applets dependencies

A patch to move gnome applets to use gstreamer 0.10 has been accepted in 
gnome upstream.  See http://bugzilla.gnome.org/show_bug.cgi?id=326285 for 
the details.  As such the gnome applets dependencies should be updated.  I 
am using gnome-applets-2.13.3-2.
