I see this same "ln" SELinux error. The culprit isn't in /etc/udev,
it is in /lib/udev:
/lib/udev/rule_generator.functions:
# Return true if a directory is writeable.

rm -f $1/.is-writeable
return 0
else
return 1
fi
}
