I do not think so and I have also lot of troubles with Network Manager and static IP. It seem NM does not play nice with system-config-network. IMHO there should be only one interface to set the networking. E.g. NM sets to static ifaces 169.x.x.x, when you reconfigure it with s-c-n you overwrite resolv.conf etc.
