keyboard layout bug lingers

I know that rawhide is broken by design :) but I have seen lots of
fixes in last few updates but I still see this keyboard layout issue
so just to draw some attention to it:

it is strange, when I switch in console form gnome via CTRL+ALT+F1 I have
croatian layout there and when I switch back with CTRL+ALT+F7 to gnome I have US
keyboard layout contrary to what I have setup croatian layout in gnome
keyboard layout tool.
