These sorts of things normally go into the corresponding -devel RPM. I
don't see one for php-magickwand though.

No idea where that library comes from - I don't see it in the
ImageMagick RPMs for f9 although it does appear to exist in the f10
packages - maybe it's new in ImageMagick 6.4?
