My understanding is that's not going to be fixed as it only affects
rawhide users upgrading from an earlier xulrunner and an upgrade from F8
to F9 will work, so you'll have to manually either 
rm /usr/lib/xulrunner-1.9pre/dictionaries or rpm --erase --nodeps
xulrunner && yum install xulrunner
