No, it's available in the standard repos for Rawhide and Fedora 8. You  
might have to enable the updates-testing repository to get it, at  
least until I get it pushed as an update for Fedora 7/8.

You only need to apply for a Fedora account if you want to:
- Work on bug triage,
- Package up software,
- Contribute documentation,
- Edit the wiki,
