Can RC2 be used for RC1 testing?

For all intents and purposes RC2 and RC1 are the same.  They were composed
from identical package sets.  RC1 lacked jidgo files, so RC2 had to be spun
to get those generated.  That is the only reason RC2 was done at all as far
as I know.
