New kernel doesn't complete booting

That does sound like a problem.  ;-)

There have been several threads about situations such as your lockup.
And, honestly, since it does not effect me and I could not help, I
tended to skim & skip them. That sounds like an archive search or
patience until someone else comes along. Sorry.
