Erratic DNS failures in Rawhide

When I updated from F-11 to Rawhide, I started having serious and severe
DNS failures. Enabling the nscd service seems to temporarily resolve
these issues, but eventually nscd seems to die and DNS stops working.

Some applications (e.g. chromium) don't seem to be suffering this fate,
while others (e.g. firefox, thunderbird, yum) do.

I'm pretty sure that glibc is to blame here, but I'm not even sure how
to appropriately file this bug. Is anyone else seeing this?
