F12 RC3 Where is system->administration->windows?

I installed what I expected to be a typical desktop gnome workstation
setup from the F12 RC3 disks.  When I clicked on System->Preferences
I didn't see a Windows menu item, which I have used in the past to
set the way the windows respond to mouse movement.
