problem with more than 8 workspaces in keyboard shortcuts

I just filed a GNOME Bugzilla report about not being able to get "switch 
to workspace 9" not working correctly.  (GBZ # 595124)

This is in F11 and F12 - it worked properly in F10.

There is an old F10 bug about "move to worspace 10".

I filed upstream since this seems to be more in their baliwick than 
something Fedora-specific.

It is a minor problem, but annoying since it worked previously.
