I've asked in fedora-i18n-list and the folks there agreed that it's the right
place to host discussions related to technical L10n issues.

So, if there are no complaints: all technical discussions (website, bugzilla,
mailing lists, etc) should be moved in fedora-i18n-list. People who would like
to follow this discussions, please subscribe to the list. It's email volume is
really low:

I'd suggest maintainers to do so too. :)
