another bug in TQSG for Join cvsl10n Group

Hi all

Thanks to one of Japanese translator's report, another bug is found in
Section 2.6. Joining the cvsl10n Group which contains invalid old url.
The bug is filed to correct, bug#441223.

Please note that correct valid url for FAS2 is
https://admin.fedoraproject.org/accounts/. The interface is very user
friendly and self-explained.
