desktop-effects, translations missing

Hi,

Sadly we have a case of translations missing and an unresponsive maintainer 
again. I posted the bug <https://bugzilla.redhat.com/show_bug.cgi?id=374481> 
about two months ago and nothing has happened since.

A couple of us were talking yesterday about setting up a wiki page for 
packages that are worth translating and those that aren't. Obviously this was 
a bit tongue-in-cheek, but the main point is: most of us are doing 
translations on our free time. If the translations just end up in a CVS 
somewhere without ever being shown to the users, that's not very rewarding.
