Redirecting elvis signup page

FYI, the elvis pages have been redirected to translate.fpo a few days now. :-)

A small note: I think we missed also redirecting the signup page,
which is linked from all over the web:

  http://i18n.redhat.com/cgi-bin/i18n-signup/

It could probably redirect to:

  http://docs.fedoraproject.org/translation-quick-start-guide/en_US/sn_accounts.html
