Release Notes for F9 Preview Release

Hi translators,

The Docs Project looks to be on schedule[1] for having updated POT for
release notes at 2359 UTC, 2008-03-17.  We have some new folks learning
the ropes with the F9 release, so we'll keep you informed if anything
changes.  Thank you for your assistance and hard work!
