freeze break: initscripts

Because I screwed up, the initscripts translatable strings have not
been updated for Fedora 9. I'd like to do that now.

The average fully translated locale will end up with ~108 fuzzies
to clean up and 15 newly untranslated strings; diffstat of the changes
yields 123 insertions and 87 removals.

OK to commit?
