Per language module assignement and overview

Is in transifex something like was on elvis - a way how translators can 
assign/reserve modules for them to translate? If there is more people 
working on translations, then this was really usefull.

I'd also welcome if on the module translation overview page is visible, 
who, and when last time, the module was translated.
BTW: How often is the statistic overview updated? Would it be possible to 
update module language statistic when the translation is submited?
