There are a number of reasons why this might be happening. Most of them are bad.
Setroubleshoot POT file has been updated recently. There is one more
possible reason, which I believe is the case here. Setroubleshoot
package has not been rebuild with updated translations yet. Fedora 11
version is 2.1.14, and the latest version in Mercurial repo is 2.2.12.
