Editing .PO files

Could you please tell me, is there an application to edit .po files or
they edit them with plain text editors? I am asking because I saw a
number of meta-tags in them, that I doubt are created by hand. I.e.

> "POT-Creation-Date: 2009-04-30 03:52+0000\n"
> "PO-Revision-Date: 2009-04-24 16:52+0400\n"

etc.
