[Fedora-xen] #vcpus policy on virt-manager

Hi,

 I have a question of the # of vcpus policy on virt-manager.

>From the virt-manager display,
it is limited by # of physical processor.
But Current Xen implementation,
#vcpus is limited by Max "available" #vcpus(in code MAX_VIRT_CPUS(typically 32 or 64))

Please explain 
why #vcpus is limited by # of physical processor 
in virt-manager?
