[Fedora-xen] HVM Xen guest CPUs allocation

I use intel Core2 on my test PC.
It seems that the configuration of Xen config file cpus="1" does not work,I want to set it load on processor1, but HVM guest will always load on processor0?
Any one has ideas for this problem?
