though they were mountable, and rpm -K indicates that the RPMs are OK.
This is where rsync would be a great help -- the image that you have
almost surely differs from the correct one in only a few bits or
bytes.
Unfortunately, rsync is CPU intensive. I need to look at rsync; if
it is practical for the server to cache the hash values for
the files, much of the server overhead can be eliminated.
