SRPMS .. libtoolize

I have been attempting to compile SRPMS for SWIG and
CodeCommander (depends on SWIG) from the Red Hat power
tools.  This was a download of about 08:30 PDT on
10/15/2000.
The command:
rpm --rebuild swig*
terminates with the message(s):
+ '[' -f configure.in ']'
+ libtoolize --copy --force
/var/tmp/rpm-tmp.15246:  libtoolize command not found
Bad exit status from /var/tmp/rpm-tmp.15246 (%build)

Any suggestions as to how to fix whatever is going wrong?
What is libtoolize supposed to do?
