Menu or help bubble? The help buble can be turned off.
I've never seen a menu pop up.

That's the Enlightenment pager. Similar to the one in the
GNOME panel. E also has an icon box now.

Try the newes updates for anaconda (installer) sounds like you
hit a bug.
