It's definitely possible to shut it off. I don't remember how though
since I stopped using enlightenment earlier this year.
You might want to give sawfish a try. Back when I made the switch, I
was pleasantly surprised that it was both faster and had fewer bugs
(that I cared about) than enlightenment.
