xinetd question.

Sometimes I think I am uniquly confused and there is a source of information
out there that I just don't see.
As far as I can see the xinetd.conf information makes the use of tcpd and
hosts.allow and hosts.deny unnecessary.
hosts.allow corresponds to the only_from attribute and hosts.deny is covered by
the no_access attribute.
Is this true? If so why is tcpd and hosts.deny and hosts.allow present in RH 7?
