Charset/keyboard problem

I've just completed an upgrade from 6.2

The main remaining niggle is that the charset/language doesn't seem to
be set properly in X.  For instance, when I use the pound key it comes
out as an e with a diaeresis.  People with accented characters in their
names come out wrong in mutt.

I was setting $LANG to en_GB manually in 6.2 but the problem occurs with
or without that setting.

None of these problems occur on the console.

Any ideas appreciated.
