That means expanding a two-digit year to four digits based on where it fits
within a date range (or window).
So if your "window" is, say 1980 to 2079, and the two-digit year is 19, then
the four-digit year is 2019. For the two-digit year 85, OTOH, the four-digit
equivalent would be 1985.
I'm not certain this would work for Linux, though.
