My guess is that you didn't install KDE.  I had a problem with the Red
Hat pppDialer refusing to dial, then I installed KDE, and it went away.  You
don't need to use KDE, but it appears that you need to install it if you are
going to use dial up access.  To see if it's the same problem, check under the
command line and see if wvdial is able to dial out.  If it can dial out,but you
can't see it from within, say, Netscape (or System updater, or ...), then it's
the problem that I'm talking about.
