up2date puts its data  for its updates in /var/spool/up2date
What is the permissions on this directory?  I would expect that the
permissions would be: drwxr-x-r-x root root
but who knows. Of course you should also check the permissions on :
the rpm database which should be in /usr/lib/rpm but whose name escapes
me. Sorry.
